Historical Background

The City of Phoenix 'page" is dedicated to the largest city in the Phoenix Valley metro-area.  

Since the city operates as the elected leaders and the most prominent and influencial businesses wish, with only 15% (on average) voter participation and with elections deeply influenced by the public employee unions, the chief attention needs to be placed upon the individuals and their ambitions. 

    

  1st:  Since this is a manager-run city, the most influencial person is the City Manager, recently appointed by the City Council after the retirement of Frank Fairbanks.   David Cavazos, appointed October 2009. 

 2nd:   The Assistant City Manager primarily responsible for budgets is,Ed Zuercher, a very capable individual who has worked his way "up the ladder" to his current position. 

 3rd:   A retired Phoenix Chief of Police rehired at the behest of Mayor Phil Gordon as the Public Safety Manager (a specially created position).   Jack Harris, a controversial character in the operations of this City's police force. 

 4th:   The Mayor.   Phil Gordon, term-limited and current term expires 2012.
